Purchasing Agent

The primary responsibilities will focus on comprehensive development and execution of supply and service type contracts. Selects the proper sources of supply, and determines the most efficient small purchasing method. Plan the overall approach to meet contracting program objectives. Determines price reasonableness and whether competition is necessary. Utilizes competitive processes by soliciting oral quotations or issuing written Request for Quotation (RFQ) when oral quotations are insufficient or requirements are very detailed. As required, follows up on delinquent delivery, unacceptable articles and/or services, delayed payments, etc. Acts as point of contract for vendors on matters relating to payments on purchase orders. Utilizes Federal Supply Schedules and ensures mandatory sources of supplies and services are utilized to the maximum extent. Responsible for ensuring that assigned acquisition duties are conducted in accordance with the provisions of the Federal Acquisition Regulation, Agency and Bureau supplements, the Small Business Act, Executive Orders, Public Laws, and other internal control procedures (e.g., OMB Circular A-123, Management's Responsibility for Internal Control). Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect either full-time or 40 hours per week. If a part-time work schedule is reflected, the hours must be annotated to ensure proper crediting of specialized experience. Must possess one year of fulltime specialized experience equivalent to at least the GS-04 level. Specialized experience is contacting customers to obtain clarification or additional information on requisitions submitted with incomplete information. Researching all mandatory Government sources of supply to determine item availability. Conducting market research necessary to determine whether a purchase is sole source or competitive. Preparing purchase or delivery orders for signature. Maintaining close contact with the customer to ensure products offered meet their minimum requirements. Issuing unilateral and bilateral written changes in the specification, delivery point, rate of delivery, contract period, price, quality, or other provisions of existing contracts. Or Education:
Successfully completed education 4-years above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. Equivalent combinations of education and experience may be combined to meet the total qualification requirements. GS-06 level:
Must possess one year of fulltime specialized experience equivalent to at least the GS-05 level. Specialized experience include:
Conducting extensive market research to obtain hard-to-find supply items. Conducting pre-award discussions/fact finding with contractors and customers to clarify specifications. Performing open market research to identify possible sources able to provide the supply or service on the open market. Reviewing purchase requisitions for completeness and clarity. Negotiating contract changes and determining price reasonableness on the contract administration actions to ensure fair and reasonable prices. GS-07 level:
Must possess one year of fulltime specialized experience equivalent to at least the GS-06 level. Specialized experience include:
Applying a variety of procurement regulations, procedures, and policies related to the various procurement functions required to accomplish purchase orders and/or post-award administration. Performs procurement planning, prepares and assembles solicitation documents, evaluates proposals, performs negotiations and makes a determination of fair and reasonable prices and/or post-award administration. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
